In Country H, the Juvenile Law was revised so that the maximum sentence became life imprisonment, and instead, minors who committed crimes would be sent to Juvenile Detention Center. However, such nominal punishments actually led to an increase in juvenile crime and bullying. Koichi Naruse, a high school student living in Country H, was bullied terribly almost every day. One day, his beloved dog was killed by a dog owned by the bully Retsu Kanemoto. Enraged, Koichi attacked him, causing serious injuries, and was sent to the Detention Center. Even there, as someone at the very bottom of the hierarchy, he faced daily violence—but one event led him to become a disciple of Hong-seong, the strongest man in the facility.
